Occupationally vulnerable where the main source of income is from one of more of these:- Cultivation
- Manual casual labour
- Part-time or full-time domestic service
- Foraging /rag picking
- Non-agricultural Own Account Enterprise
- Begging/Charity/Alms Collection
- Others, as specified

- VAT assesses registered under Haryana VAT Act 2003
- Service tax payers
- Professional tax payers
- More than 2 hectares (5 acres) of land of any type
- Owning motorised four wheeler
- Owns/operates an enterprise(s) registered with the Government
- Owns mechanised four wheeler agricultural equipment(s)
- All government employees (other than contractual/work charged/ daily wagers) of Government of India, State Government and Union Territories or its boards/corporations/enterprises/undertakings, other autonomous bodies/Authorities such as Universities etc., Municipal Corporations, Municipal Councils, Municipal Committees, Improvement Trusts etc
- Annual income of more than ₹2 lakh from all sources
- Excluded as per criteria, prescribed by the Government
