• Income tax payers

• VAT assesses registered under Haryana VAT Act 2003

• More than 2 hectares (5 acres) of land of any type

• Owning a house built on a plot area of 250 sq.yds or more or flat of 1500 sq.ft. or more super area in a Municipal Corporation or Municipal Council in the State

• Owning Air Conditioner or motorised four wheeler

• All employees (other than contractual/work charged/ daily wagers) of Government of India, State Government and Union Territories or its boards/corporations/enterprises/undertakings, other autonomous bodies/Authorities such as Universities etc., Municipal Corporations, Municipal Councils, Municipal Committees, Improvement Trusts etc

• Annual income of more than ₹2 lakh from all sources

• Excluded as per criteria, as may be prescribed by the Government
